Council praises social housing project for reaching national finals of LABC awards.

West Lindsey District Council has praised an extra care housing development in Welton by Lincoln, after it earned a place in the national finals of the LABC Building Excellence Awards.

 

Diamond Place, which provides high-quality, modern accommodation for older residents, was recognised for its outstanding design, construction standards and collaborative approach.

 

It secured its position as the East Midlands Regional Winner in the Best Large Social Housing Development category at the 2025 LABC Building Excellence Awards before progressing to the national stage last month.

Although Diamond Place did not win the national title, the achievement reflects the quality and ambition behind the development and highlights the value of well-designed, well-constructed social housing for the local community.

Chair of the Prosperous Communities Committee, Cllr Emma Bailey said: “Diamond Place brings significant benefits to the district by increasing access to quality extra care housing and providing a safe, supportive environment for older residents.

“The fact that this development made it to the final is testament to the collaboration between the project team and our Building Control team, who consistently offer professional advice and support.

 

“As a result, we have an extra care housing development that provides real benefit to the district, and this is something the team should be really proud of.”

 

Diamond Place was delivered by R G Carter Lincoln Ltd, LACE Housing Association, Saunders Boston Architects and Thornton-Firkin LLP. The scheme combines accessible design, safety, comfort, and community-focused spaces to ensure residents can maintain independence while receiving the support they need.

A key factor in Diamond Place’s success was the effective partnership between the project team and West Lindsey District Council’s Building Control service. Regular inspections, early engagement and collaborative problem-solving helped ensure the development met all technical and regulatory requirements to a high standard.

Phil Westmorland, Building Control Team Manager, praised the development for its ‘strong design principles, high construction standards, and a thoughtful approach to meeting complex Building Regulations.’

 

He said: “It was an absolute pleasure working with RG Carter’s site team on this project. Jason, Shaun and Carl always ensured we had the opportunity to make inspections at the correct time; their professionalism shone through and they thoroughly deserved their place amongst the finalists for the LABC Excellence Awards 2025.”

The awards ceremony was held in London, hosted by Larry Lamb of ‘Gavin and Stacey’ and ‘Eastenders’ fame at Grosvenor House. It was an opportunity for the team to network with other Local Authority Building Control teams as well as construction professionals from across England and Wales.
