
North Lincolnshire Council's envirocrime officers are appealing for information after the trailers were left on Ramsden Road sometime over the weekend of 27 to 29 June.
The trailers – one of which is missing a wheel and neither of which have lights – appear to have had large holes cut into their roofs, allowing them to be filled from above.
The damage means the doors cannot be safely opened, preventing officers from establishing what waste is inside or whether hazardous material is present.
Because the contents are unknown, specialist contractors will carefully dismantle and remove the waste under controlled conditions before the trailers can be taken away.
Cllr Rob Waltham, leader, North Lincolnshire Council, said: "This isn't someone throwing a black bag into a hedge. Somebody has deliberately filled two articulated trailers with what appears to be industrial waste, hauled them across our roads and abandoned them without a second thought for the danger they've created or the disruption they've caused.
"It's breathtakingly irresponsible and whoever has done this should expect us to pursue every line of enquiry until we identify them.
"I'm absolutely determined that those responsible are brought to justice. Fly-tipping on this scale is environmental crime, plain and simple, and we will use every power available to us to track down whoever is behind it."
From what is visible, the waste appears to include insulation boards and tyres. However, the full contents of the trailers remain unknown until specialist teams begin removing the material.
The trailers have remained in place while officers carried out enquiries and specialist arrangements are made to remove the unknown waste safely.
Ramsden Road will be closed from 3pm on Monday 20 July and is expected to reopen by 9am on Wednesday 22 July. If hazardous material, such as asbestos, is discovered during the operation, the closure may need to remain in place for longer.
